As the title implies, this is an over-simplistic background that can be achieved using Adobe Photoshop CS -> Filters. If you searched hard enough using Google search engines, you can accomplish this so easily... But then again, I want to warm up on usage of PS - it's been quite some time since I have done something like this...

 nice use of filters You can see a ghostly skull in the centre of it. -- "There's a reason why the word 'Supposed' was invented" --> Snowfyre Yeah, the "skull" looks rather big on the brain area though LOL...
